What I really liked about that was the implication that he was waiting to see how the heroes handled it.
But yeah, I agree with you; I think if the intention was to build him up to a big story arc later in the series, they've been doing that well. I'm just ready to see what they're planning on doing with him now - and now they really have to do something big with him, because he's been lingering ominously in the background for six episodes.
